That makes for a nice 1-2 punch. Along w/ HR 645, the Feds are establishing their legal right to contain those they determine to be the organizers of subversive activities in order to prove a point to the potentially late adapters of such activities. And all so nicely packaged under a homeland security banner. You have to laugh: "Yes America we're going to do something that will be the most effective legislation against lobbyists to date. We're very proud of this bill and my colleagues and......I'm sorry what was that?...... Yes, that's correct the same bill will ...uh....allow us to toss protesters, union organizers and other riff raff under the bus too.....uh what/ was....why? ...uh well uh ...whaddaya mean....uh.... ah...oh yes that's part of our new Lean Management for government bill writing....instead of multiple bills we make a combo platter up....saves time....less filabuster and such. Nice eh?"

Yes very nice indeed.
