Obama’s Private Army – It’s Not What You Think

This all started with a statement from The Obama:


Specifically, people have been referring to pages 1312 to 1315, Sections 5209 & 5210.

Now let’s start with Section 5209:

ELIMINATION OF CAP ON COMMISSIONED CORPS.ELIMINATION OF CAP ON COMMISSIONED CORPS.

Section 202 of the Department of Health and Human Services Appropriations Act, 1993 (Public Law 102–394) is amended by striking ‘‘not to exceed 2,800’’. Page 1312 Section 5209 of the PPACA

So just what is the Commissioned Corps that is addressed in this section? It’s the Public Health Service Commissioned Corps (PHSCC).  I’m going directly to the Wikipedia entry to show you what the mission and purpose of PHSCC is:

The stated mission of the Commissioned Corps of the U.S. Public Health Service is “Protecting, promoting, and advancing the health and safety of the Nation”. The agencies and programs Corps officers are assigned to:

  • Help provide healthcare and related services to medically underserved populations: to American Indians, Alaska Natives, and to other population groups with special needs;
  • Prevent and control disease, identify health hazards in the environment and help correct them, and promote healthy lifestyles for the nation’s citizens;
  • Improve the nation’s mental health;
  • Ensure that drugs and medical devices are safe and effective, food is safe and wholesome, cosmetics are harmless, and that electronic products do not expose users to dangerous amounts of radiation;
  • Conduct and support biomedical, behavioral, and health services research and communicate research results to health professionals and the public; and
  • Work with other nations and international agencies on global health problems and their solutions.

In addition, the Corps provides officers (Medical Officers, Dental Officers, Therapists, Environmental Health Officers, etc.) to other uniformed services, primarily the United States Coast Guard and the National Oceanic and Atmospheric Administration Commissioned Corps. Corps officers may also be detailed to other federal agencies including the Department of the Defense, TRICARE, Department of Justice (BOP), State Department, and Department of Homeland Security.

So we now have the cap lifted on the number of people in the Commissioned Corps.  Just what occupations are included in the Government Run PHSCC? Sit down for this one folks:

physicians, dentists, pharmacists, dietitians, engineers, scientists, environmental health officers, therapists (including physical, occupational, speech, audiology), health services (including social workers,physician assistants, optometrists, statisticians, computer scientists, dental hygienists, medical records administrators, medical technologists and others), veterinarians, and nurses. Chiropractors are not presently included but their inclusion is under discussion.

Surprise! We have the beginnings of a Government Run, Government Controlled Health Care System. The cap is now lifted and Obama & Progressives can now add however many they need to fill the Commissioned Officers Corps.

So how do they ensure that they have an on demand supply of needed people to call upon whenever they need them and as they build their Universal Health Care System? You simply “Establish a Ready Reserve Corps”:

Page 1312-1315, Section 5210 of PPACA:

SEC. 5210. ESTABLISHING A READY RESERVE CORPS.

Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:

‘‘SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.

‘‘(a) ESTABLISHMENT.—

‘‘(1) IN GENERAL.—There shall be in the Service a commissioned Regular Corps and a Ready Reserve

Corps for service in time of national emergency.

‘(2) REQUIREMENT.—All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act of 1923, as amended.

‘‘(3) APPOINTMENT.—Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.

‘‘(4) ACTIVE DUTY.—Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.

‘‘(5) WARRANT OFFICERS.—Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.

(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment

of the Patient Protection and Affordable Care Act, all individuals classified as officers in the Reserve Corps under this

section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.

‘‘(c) PURPOSE AND USE OF READY RESEARCH.—

‘‘(1) PURPOSE.—The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.

‘‘(2) USES.—The Ready Reserve Corps shall—

‘‘(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;

‘‘(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;

‘‘(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and

‘‘(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 799B) to improve access to health services.

‘‘(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated $5,000,000 for each of fiscal years 2010 through 2014 for recruitment and training and $12,500,000 for each of fiscal years 2010 through 2014 for the Ready Reserve Corps.’’.

Read Section 5210 again. Done? Ok. So you say “Pete, come on. I mean Obama & Progressives are not forcing people to work in the Commissioned or Reserve Corps.  It’s not like it’s a mandatory draft.”

America, wake up.  Don’t you know by now that Obama & Progressives use stealth to enact their monstrosities upon society?

So you realize that the Student Loarn Program (Sallie Mae) has been taken over completely by Obama & Progressives right? Their are no more private sources for student loans. None. Well except for one Bank in North Dakota that was a bribe for Senator Conrad. But I digress.

So you’re looking to get into the medical field huh? Well don’t worry the Government is here to run that for you. In fact you can read all about it in Subtitle D—Enhancing Health Care Workforce Education and Training pages 1315 to 1385 in the PPACA

In those 70 pages you will find the Government training programs for the Government Run Healthcare System that Obama and his Socialist Progressives have just enacted.

You’ll also find that once you decide to pursue the many medical “Tracks” that Obama has set up for you and will fund for you through the Government Run Student Loan Program that each person is obligated ( that means MANDATORY for you Progressives) to provide the government with there services.

In other words all medical professionals & workers will be part of the Public Health Service Commissioned Corps (PHSCC) and then when the required obligatory service is completed each medical personnel will be automatically assigned to the Public Health Service Ready Reserve Corps (PHSCC).  Isn’t that cool folks?!

Now of course with Government Run Health Care you’re going to have a huge cadre of Federal Government Employees.  Those employees are going to need a union and other services to make sure they’re taken care of. They’re going to need someone to make sure that your wealth is redistributed to them properly right? Cue Andy Stern, SEIU and a host of other progressive socialistic community organizers.

    Sir: You are seriously misinformed, or perhaps purposely uninformed, about the roles and missions of the Public Health Service Commissioned Corps. I expect you have never encountered a PHS officer – which in some ways is a good thing since most people who meet PHS officers have serious health issues.

    Size of the Corps: currently about 6500. Removing the cap on the size of the Regular Corps (currently about 2500 officers) is aimed at improving the internal structure of the Corps itself. The number of serving officers is determined by the positions they fill in exisiting programs. The Commissioned Corps does not hire its own officers, rather they are hired by the pubiic health agencies in which they serve – Indian Health Service, Federal bureau of Prisons, CDC, FDA, NIH, and yes, even some serving our serously wounded troops in the DoD.

    A Ready Reserve? You bet. If you happened to live along the Gulf Coast in 2005 you would understand the need for such an entity. But ignorance, as they say, is bliss; and you appear to be leading a deleriously happy existence.

    The PHS Commissioned Corps has nothing to do with any plan for universal health care. It has everything to do with securing the nation’s public health – the most fundamental component of our nationsl security.
