The idea is to empower local and private organizations to "experiment" with health care delivery programs so that we can learn what works (and what doesn't) and then hope to implement those programs on a broad scale. This is what transformed our stagnant - and economically crippling - agricultural industry in the early part of last century, and it worked. In no way does this amount to a "government takeover"; to the contrary, it is designed to allow for innovation by private organizations in addition to the government. These are all pilot programs.
