The idea is to empower local and private organizations to &quot;experiment&quot; with health care delivery programs so that we can learn what works (and what doesn&#039;t) and then hope to implement those programs on a broad scale.  This is what transformed our stagnant - and economically crippling - agricultural industry in the early part of last century, and it worked.  In no way does this amount to a &quot;government takeover&quot;; to the contrary, it is designed to allow for innovation by private organizations in addition to the government.</description>
