To better track criminals, U.S. wants to be able to wiretap online communications

WASHINGTON – Federal law enforcement and national security officials are preparing to seek sweeping new regulations of the Internet, arguing that their ability to wiretap criminal and terrorism suspects is “going dark” as people increasingly communicate online instead of by telephone.
Essentially, officials want Congress to require all services that enable communications — including encrypted e-mail transmitters such as BlackBerry, social networking websites such as Facebook and software that allows direct “peer-to-peer” messaging such as Skype — to be technically capable of complying if served with a wiretap order. The mandate would include being able to intercept and unscramble encrypted messages.
The legislation, which the Obama administration plans to submit to Congress next year, raises fresh questions about how to balance security needs with protecting privacy and fostering technological innovation. And because security services around the world face the same problem, it could set an example that is copied globally.
WASHINGTON—A new theory about the origin of the blowout of a BP PLC oil well emerged on Sunday when an outside investigator said the problem could potentially be traced to cracks that formed in an underwater formation.
BP has said that the worst offshore oil spill in U.S. history started with flaws in the cement, blaming Halliburton Co. for developing a faulty cement foam that didn’t stay mixed with nitrogen. Halliburton says tests conducted before the cementing job showed that the foam was stable.
“I’d like to just maintain the possibility that one reason that the cement job may have failed was because of fracking at the time of cementing,” said Mark Zoback, a Stanford University geophysicist who serves on the National Academy of Engineering panel investigating the causes of the April 20 disaster.
The remarks, at a meeting convened at the National Academy of Engineering, undercut BP’s effort to assign blame for the April 20 Deepwater Horizon explosion to its contractors instead of its own well design.
BP had said that the foam likely failed to properly mix with the nitrogen.
People need to at least know the agenda and understand the desired future outcome of globalization and CO2 treaties along with total economic control of all populations on the planet. You want a Star Trek future. The question is: Is that the future that is on the agenda?

President Obama’s Executive Order13547 issued July 19, further extends federal power, embraces global governance, diminishes the rights and privileges of individuals, and brings the United States into compliance with Agenda 21, Chapter 17.6, which says:
“Each coastal State should consider establishing, or where necessary strengthening, appropriate coordinating mechanisms (such as a high-level policy planning body) for integrated management and sustainable developmentof coastal and marine areas….”

The genius of the American system of governance created by the U.S. Constitution is the delicate balance of power between the federal government, state andlocal governments, and the people. The founders recognized the people as the source of power; the people came first. It was the people who organized states. The states created a federal government and through the Constitution, limited the power of the new government to those specific powers set forth in Article 1, Section 8. All unspecified powers were explicitly retained by the states or the people.

A Pentagon-funded scientist has come up with a comprehensive program to turn today’s robots into tomorrow’s A.I. overlords. Step one: Imbue them with toddler-level intelligence. Step two: Run them through a “cognitive decathlon” of tests. And finally, use programmed learning abilities and human instruction to turn bot tots into supersmart A.I. agents “that [can] learn and be taught like a human.”
But given the agency’s lofty A.I. goals, they also needed a better way to determine just how well their bots mimicked human functioning in the first place. Enter Shane Mueller, a senior research scientist at Applied Research Associates, and an expert in cognition, perception and memory.
In 2008, Mueller and a team of researchers developed a program on devising and testing bots as part of Darpa’s BICA program. Their paper, which was released online (.pdf) last week after a Freedom of Information request, wants to see military scientists start young — literally — by rearing robots with the capabilities of an average toddler.
“There were many motivations for this target, but one central notion is that if one could design a system with the capabilities of a two-year-old, it might be possible to essentially grow a three-year-old, given realistic experiences in a simulated environment,” Mueller writes.

Otherwise, we are open 24 hours — come at 5 a.m., come at 7 a.m., come at 10 a.m. But if you are there at midnight, you are there for a reason.”
